
Code 95 – Basic Qualification for Professional Drivers
What is Code 95?
Since September 10, 2008, all drivers who perform public passenger transport are required to obtain a basic qualification (Code 95). From September 10, 2009, this also applies to drivers transporting goods using vehicles with a maximum authorized mass over 3,500 kg.
After successfully passing the basic qualification exam, the driver receives a certificate of professional competence. Based on this certificate, the driver must submit a written request at the local administrative unit to have Code 95 entered in their driving licence. For non-EU drivers, Code 95 is issued on a separate document called the Driver Qualification Card.
Important: If a driver who is legally required to have Code 95 does not have it (either in the licence or on a qualification card), and this is identified during an inspection, the authorities can prohibit the continuation of the journey and impose a penalty.
How to Obtain Code 95 ?
There are two ways to obtain the basic qualification:
1. Direct Exam Route
- Training of 5 days at our facility in Ljubljana
- Theory test: 4 school hours
- Practical test: 2 hours of driving
2. Accelerated Training Program
- Theoretical training: 140 hours
- Practical driving: 10 hours in the appropriate vehicle category
- Ends with a written theory exam
Who Can Take the Exam?
- You must have a valid driving licence in one of the required categories:
- For goods: C1, C1E, CE
- For passengers: D1, D
Exemptions from Code 95
Code 95 is not required for drivers of vehicles:
- With maximum speed below 45 km/h
- Used by the army, police, civil protection, or fire departments
- Used for testing, repair, or maintenance
- Used in emergency response or rescue operations
- Used for driver training or qualification exams
- Transporting materials/tools for personal work, if driving is not the main job
- Used for personal/private purposes
Exam Structure:
Exam consist of 2 parts: practical (driving and cargo/passenger handling) and theoretical (written exam)
PRACTICAL PART:
- Driving test assessed by a driving instructor and exam board chairperson
THEORETICAL PART:
- Written test with 3 sections
- Duration: up to 180 minutes
What You Need to Apply
- Valid ID document (passport or national ID)
- Valid driving licence or proof of passed driving exam (minimum C1 for goods, D1 for passengers)
For non-EU (third-country) citizens:
You must provide one of the following:
- Proof of intended employment with a company based in Slovenia
- Foreign resident ID card
- Residence permit (temporary or permanent)
- Work/residence permit based on a bilateral agreement with Slovenia
- Permit for family members of Slovenian citizens
